North Korea's foreign minister left for Manila on Saturday to attend a major security meeting, about a week after the country launched yet another intercontinental ballistic missile that raised international concerns over its rapid progress in its arms program.Ri Yong Ho's arrival in Beijing from Pyongyang was confirmed by Kyodo News.
