Arms control specialists in Japan have been abuzz since the United States and Russia apparently decided at the beginning of this year not to ensure the survival of the Intermediate-Range Nuclear Forces Treaty.The INF Treaty ratified by the United States and the Soviet Union in 1988 was a groundbreaking disarmament agreement because of its unprecedented mutual inspection rules which guaranteed total elimination of specific types of nuclear weapon for the first time.
