Foreign students outnumber high school slots in Tokyo, 3 prefs.

OSAKA - Applications for special admission quotas at public high schools for students with foreign backgrounds exceeded the numbers available this year in Tokyo and the prefectures of Kanagawa, Osaka and Hyogo, a Kyodo News survey showed Thursday.

The findings come amid a continuing lack of capacity at public high schools, particularly in urban areas, to accommodate the growing number of students from overseas or of foreign descent.
